INTRODUCTION
Bill (William Jefferson) Clinton won the presidential elections in 1992, of the republican George Bush. He was the first Democratic president since Franklin D. Roosevelt. He took care off the suppression of unemployment and poverty, the integration of homosexuality, for improvement of the education and for a basic provision in the health care for all Americans.
INTERNAL POLICY
In economic area, Clinton was very successful. In 1997 and 1998 he kept the unemployment continued decrease steadily up to 4.4%. The budget for 1999 showed for the first time in thirty years a surplus of 9.5 billion dollar.
FOREIGN POLICY
In the field of the foreign policy Clinton achieved important successes concerning peace in the Middle East and in Bosnia. Also Clinton had good relations with the Russian president Jeltsin.The relations with Iraq had led in 1998 to a second military confrontation since the golf war in 1991. Repeatedly refusals of Iraq by stopping the United Nations inspections, for evidence of nuclear, chemical and biological weapons, led in Februari 1998 almost to an attack. In November the crisis became again immediately when Saddam Hoessein the weapon inspectors the country expelled. This time reacted Clinton nearly direct with four days lasting bombardment attack to Iraq.
SCANDALS
Clinton and his wife Hillary Clinton where involved in a number of scandals. For example the Whitewater affair, as well the attempts off keeping proof material back.
The most serious threat to Clinton formed a range of sex scandals. Who developed into a specific procedure against him in 1998-1999, what is called impeachment. Reason for this was Clinton’s declaration under ede, to have no sex with its trainee Monica Lewinsky. Kenneth Starr could prove that this declaration was lain. Clinton comitted and in 1999 he wasn’t found guilty of the charges brought against him. He apologized to the nation for his actions and continued to have unprecedented popular approval ratings for his job as a president.
